In a filing to the FCC today, NPR and iBiquity made a new proposal to allow FM stations to increase their HD power by up to 6db. In a joint letter
(available to NPR member stations), they stated:
iBiquity and NPR believe the proposal addresses the pending power increase request, but recognize that further power increases may be warranted in the future based on the further roll-out of HD Radio™ technology.
According to

The agreement caps weeks of dialogue with commercial and noncommercial broadcasters following September’s NAB Radio Show and the conclusion of field testing by NPR Labs. From those talks and tests the two parties identified conditions and criteria to manage the blanket power increase, including additional HD software enhancements.
